Supporting Ireland-Based Researchers to Access Horizon Europe Programmes


Ireland’s engagement in Horizon Europe is coordinated by Enterprise Ireland (EI) via a national network comprising the National Contact Points (NCPs) and National Delegates for the various elements of the framework programme. NCPs lead on their respective areas within the network whilst also representing their host organisation.

The IRC holds the National Delegate and National Contact Point services for the Horizon Europe Marie Skłodowska-Curie Actions. In addition, the IRC is responsible for the provision of the NCP for the European Research Council (Social Sciences and Humanities panels) and for the NCP for Cluster 2 (Culture, Creativity, and Inclusive Society), including related missions and partnerships. These roles are currently housed within the Irish Marie Skłodowska-Curie Office (IMSCO) which is funded by the Irish Research Council and operated under a joint partnership with the Irish Universities Association. The IMSCO provides advice and support to applicants from Ireland-based organisations on preparing applications and managing awards.

The IRC also holds the National Expert role for European Research Council (ERC) and the National Delegate role for Cluster 2 and works closely with colleagues in the IMSCO.

Programmes supported by the Irish Marie Skłodowska-Curie Office


The European Commission’s Marie Skłodowska-Curie Actions (MSCA) is a bottom-up funding programme which supports researchers at all stages of their careers, across all research disciplines, and in all employment sectors. The MSCA are the EU’s reference programme for doctoral education and postdoctoral training.

The MSCA offer both individual fellowships and consortium-type grants. Through the Postdoctoral Fellowships, researchers holding a PhD can secure their own funding to carry out their research activities abroad, acquire new skills and develop their careers. Doctoral Networks aim to implement doctoral programmes through partnerships of organisations from different sectors and disciplines across Europe and beyond to train highly skilled doctoral candidates. The Staff Exchanges action funds research and innovation projects implemented via international and inter-sectoral exchanges (secondments) of existing staff members involved in research and innovation activities. MSCA COFUND provides co-financing for funding a doctoral or postdoctoral training programme which leverages other regional, national or international funding.

Cluster 2 - Culture, Creativity and Inclusive society

Under  Pillar 2 of Horizon Europe, Cluster 2 “Culture, Creativity and Inclusive Society” funds consortia  to focus on challenges pertaining to democratic governance, cultural heritage and the creative economy, as well as social and economic transformations. The top-down calls under this Cluster aim to strengthen European democratic values, including rule of law and fundamental rights, safeguarding our cultural heritage, and promoting socio-economic transformations that contribute to inclusion and growth. Participants from all sectors (e.g., academia, private sector, charities, cultural and creative industries) and disciplines are welcome to join forces.

European Research Council (ERC)

The European Research Council is the European Union’s premier funding organisation for supporting excellence-driven frontier research across all disciplines. Most ERC grants support projects (> €1.5M) carried out by an individual researcher who can employ researchers of any nationality as team members.

In Ireland, Social Science and Humanities (SSH) have been extremely successful with this scheme, being the most successful disciplinary strand in H2020 (2014-2020).
